Rail cost in North America

The Allied rail capacity primarily shows the capacity that can be used in Britain and continental Europe (once Paris or Rome are liberated). The American rail capacity was extensive so it should be less expensive for the Allies to rail units within the North American continent. It's therefore suggested to make rail moves there much cheaper.

1. Normal rail capacity cost

2. Fixed rail capacity cost of 1. You pay normal overuse cost as if the unit railed would have a rail cost of 1 instead of 2 (garrison), 3 (corps), 4 (mech or air) or 5 (armor) as for normal rail cost.

3. Free, meaning that you can rail as many units you want within North America without draining the rail capacity at all.

A fixed rail cost of 1 is now coded and will be part of RC8.
