Upgrade question

All,
I have noticed that upgrading some units is the actual cost of that unit.
I assume some units cannot be upgraded to other units and you replacing rather than upgrading.
Is this correct?

Upgrading between classes is only the incremental cost, while upgrading to a different class cost the full amount of the unit. For instance, upgrading a Pz IIIF to PzIIIJ would only cost 84 prestige, but going to a Pz IVF would be the full cost of 349.

I think the upgrade is ridiculously cheap within the same class. I'd prefer something in the middle: double the difference within the same class and 75% of the full cost outside the class.

I would only agree to that if it could be made to affect the higher difficulty levels alone and leave it as it now is for colonel level. By reading the forums I`m getting the impression that the regular players do not have problems with
too much prestige. Making them struggle to stay within the budget would not make the game fun for them.
