Rail Capacity in North America - (no supermax please)

In my game with supermax he invaded Canada with German forces (most likely this can be seen in his AAR). Before that he managed to take Britain, which reduced the rail capacity of the western Allies to 7.
Luckily for me I have quite an Army in North America. Nevertheless I have quite difficulties to rail them to the invasion spots without overusing my rail capacity extremely.
I always thought that the US had a very good rail network in the 1940s. I'm not 100 % sure about Canada, but a rail capacity of 7 seems rather low, especially if you need to defend North America (which will be rarely the case in most games). You barely rail a MECH and INF with a rail capacity of 7.
Perhaps the rail capacity of the US should be increased a little bit, so the US can at least manage to rail 3-4 Corps per turn.
