The radius is measured around the commanders base. So, no matter where he is or what he's attached to, you have up to 12" (if an IC) from the base. You only have to clip the very edge of one base of a BG to influence the whole BG, but you have clip that base FROM the commanders base.

This is one of those rules that has always caused me headaches. Example: FC attached to a BG of heavy foot with a line of skirmishers in front. Skirmishers evade but the commanders base must be moved to make room for the interpentrating skirmishers. Commanders base no longer in position to affect neighboring BGs. One of those things where the game gets in the way of the simulation.

Too busy with all the skirmishers milling about him to shout across to the other lot and sort them out?
