Bug - DD has ASW of 5 with ASW level 2

I have just reached ASW level 2 and upgraded my DDs. I noticed that they have ASW level 5 and they should have 6 (starting 4 + 1 +1). Lend lease DD has correct value of ASW equal to 6.
Is this a bug or just an effect of the bonus to DD introduced recently?
