How and when is weather generated?

Im playing Vyazma scenario and keep on having mud for most of the scenario which makes reaching Moscow impossible (I played 3 times and missed Moscow twice by 1 turn).
I noticed that the weather looks random (I dont think it was the same sequence each time I played) but with high chances for rain in this scenario. How and at which moment is it generated?

Well let's see, our weather is generated by El Nino.
I think PzC weather is generated by El Rudankort.

El Rudankort follows these 'rules':
the scenario designer designates a percentage for each weather type of rain, overcast and snow; anything else is clear. So no settings = 100% clear. 20% overcast, 50% rain, 10% snow = 20% clear.

And the "roll" to see what the weather is, is part of the combat RNG or is it a separate random number? If its the RNG than I understand that each time I would reload a turn I could get a different weather?
I'm not about to start reloading turns but I do want to understand the mechanics. I do restart the scenario a lot since I want to get to Moscow, so if its part of RNG a good streak of numbers can get me better weather in a scenario?

Not sure. I would have said it was part of the pre-determined DRM sequence but not so sure now (perhaps do a test to see what happens?). That will require the weather man to respond.

Ill try tomorrow. I don't have the time today. I did 10 loads from the beginning of the allies turn and it looks like at this moment the weather for your turn is already fixed (10 loads 10 rains) but the prediction for next turn changes (1 rain, 6 clear, 3 cloud). The prediction accuracy was always stated as 80%. Ill check 2 turns in a row tomorrow and see what I get.

2 turns in advance.
Start of the game generates turn 1 weather, turn 2 weather, and turn 2 prediction.
Turn 1 uses turn 1 weather, maintains turn 2 weather, and generates turn 3 weather and prediction.
Turn 2 uses turn 2 weather, maintains turn 2 weather, and generates turn 4 weather and prediction.
And so on and so forth.

So how does the prediction work? Is it always 80%? How is it taken into account when generating the actual weather for next turn? 80% for the prediction and 20% for a re-roll?
Also can somebody confirm if this is based on the same random seed as combat?

So my understanding is the weather is generated and fixed according to above but the prediction is but a mask. The weather will be known just not accurately shown. Reloading to change the weather won't work.

Reloading won't work but I seem to remember that ending the previous turn again can work.
Which it shouldn't according to Kerensky.

The power of SSDs or even Dimmdrive make reloading easy again. I'm a save scum'er, I admit it.

At the beginning of 1940, single German planes began to fly regularly over the Baltic Sea. Recall that the Soviet-Finnish Winter War was going on then. The planes flew an unusual route – they took off from an airfield in East Prussia, followed strictly along the coast, circled over the Gulf of Finland and returned the same route. I currently play Europe East Front 1.95 (map by Keen) with a guy with whom i also have connection outside game. we often share our views on game. it came to my attention that often the forecast is different within the same turn.
so i am wondering if anybody can tell whether the forecast is made differently for attacker and defender or does it occur only because the randomness in its accuracy is calculated differently for players?
