Hannibal in Italy Question

Apologies if this has been asked before...

Does Hannibal have to command a Hannibal in Italy army ? Or would one of his subordinates be ok as C-in-C as either a TC or FC ?

for me, hannibal must be the CIC of this army, and must be an IC..

I agree the CinC should be Hannibal, otherwise the list option would be entitled "Any Carthiginians in Italy in the period <insert>".

Is it really mandatory for him to be an IC though?

Most definitely. At least as mandatory as it is any of the other rules.

p. 25 Rise of Rome List Notes says Hannibal must be an inspired commander.
