Movement bonus from war hero acquired by sea transport

Today, I noticed something strange: It appears that movement boni given to a unit are also given to the sea transport when that unit is embarked. In my case, it was a German Mountain Infantry unit with two heros awarded +1 Movement each. I only noticed this because the Sea Transport wouldn't "keep in line" with the others because of this.

This probably is an issue that is not working how it was supposed to by the designers - is it? I mean - giving the same bonus to the unit's organic LAND transport is one story - but what's the reasoning in giving that bonus to ships? Maybe it doesn't make a difference, game-wise?

That's been noticed long ago, but appearently fixing this wasn't given a high priority and/or wasn't deemed necessary at all.
And it really isn't that much of an issue in my book - ymmv.

+ 1 to movement should be a plus to ALL transport methods (even planes?)

So i don't see the problem, yet !

I think it's realsitic.
A movement hero doesn't put a giant turbo into the Tigertanks, he is just very well organized or clever in aquiring and making use of transport resources.
