A question (or two...) about unit manpower...

Im working on a scenario that includes an island invasion.

First off, how does scale work in PzC? Does a hex equal a mile for instance?

Secondly, on looking at the historical order of battle in this scenario, there were everything from divisions on down to battalions. How would I reflect that in my units? Would a division be a full strength unit of 10? then say a regiment a 3 or 4? That would make a btn a 1! How do you fellas reflect these different size units in one scenario? Would quality of the unit impact its size or is that reflected in initiative or some other quantitative measure? Or do you bother? Ok, so maybe it was more than one question...:) Anyway, I would be very interested to hear your replies and get your opinions. Thank you.

Personally, my sense of scale is that each strength point = 1 unit. 10 strength tank unit is 10 tanks. 10 strength infantry is 10 squads.
To think that entire divisions and regiments are solely made up of 'Jagdpanther' is a too much of a stretch.
