I am pretty sure I know the answer to this , but it appears from the manual , two neutral countries can go to war with eachother(if they dont have the same political mindset) However, can they ever make peace?

I was thinking it would be pretty interesting to play as a small true neutral and see what you can gobble up before getting dragged into one of the 3 alliances

If you are at war you must become a victor or be defeated.
