1.05 and SE units?

I downloaded update 1.05 when I got the 41 Grand Campaign and started a brand new main campaign game to see all the changes. This is my fifth time through the main campaign and I when I got to Norway I was awarded a Pz III as an SE unit. In all of the other games I have played I never recieved an SE tank unit this early in the game and I have reloaded many times to see what the options were for SE units early in the game. Was there a change that made it so you can get SE tanks earlier in the game or did I just get really lucky?
