Surely a newbie question; but is it sufficient to occupy victory hexes to win a scen or I must also go for the others cities hexes??
(I ve found the manual doesn´t explain this clear enough)

In most scenarios, it is enough to just occupy victory hexes.
However in the stock campaign, how quickly you occupy these hexes can be important, and in the DLC campaigns there are various objectives that are not at all related to victory hexes.

So bottom line, victory hexes are usually the key to victory, but this can and will vary on a scenario by scenario basis, so pay attention to your briefing and the between turn splash screen which gives you information on turn count, weather, and objectives.

Clarification: You do not have to occupy a Victory Hex to win.

You need to capture it.

You can leave it vacant and win as long as you own it.
