new mod?

was wondering if possible to mod this game more like a game called rush for berlin,just where you can add tank factory or barracks wonder how many people will like this kinda idea.using what technology you have for tank factory so start with panzer 2 or 3 tanks until you could get better technology to upgrade.just curious if possible to add something like this to game.
