Labs -- 2.2 Idea

Hey there,
This is an idea of the 'next version' of GS (if, when, etc.).
The model for technological development in the game is a remarkable 'good' one, in the sense that it is simple, but manages to produce 'results' that are 'realistic' and fun in terms of game play.
Still, it seems like it might be possible to affect some improvements to the model itself, assuming that such adjustment are a) allowed under the rules of development of GS, b) practical to implement and c) of interest to the developers (and community).
A couple of ideas:
+ increase the 'granularity' of the improvements from 6 to 8. That would give us a little more room to spread out the improvements.
+ add the option to increase/decrease PP and/or manpower costs of units. In other words, some units could get more (or less) expensive over the course of the war.
