Supply Glitch in southern Russia?

I'm involved in a 2.0 game where the Axis managed to completely isolate Baku and the surrounding area (where the USSR meets Turkish/Persian border). So, Axis controls all hexes from Rostov to the shores of the Caspian Sea. To my surprise I discovered that the remaining Russian units in that area still were in supply level '4'. Why is this?

I'm guessing that they're drawing supply from Iraq/Persia, but this introduces a second question--why do the Middle Eastern capitals give '5' supply? Surely they didn't have better logistics there than, say, the Finns in their home country, or from Cairo, for example?

I will try to explain. The reason to have supply level 5 was to provide rail capabilities from Basra.

You have to do this because of the game engine.

is this feature present in 2.0 or is a change that will be in 2.1?
personally i think that with the last changes a succesful Barbarossa is becomig more and more difficult to obtain (historical?)

But, but... there are rail capabilities in Finland, for example, and that's only supply '3'. So...?

Finland does because of the minor country.
