Entrenchment

I'm fairly certain of this, but I'm happy to be corrected. I keep seeing ai units dive into cities I have cleared and not managed to occupy then on my turn I see they have an entrenchment value of 3. Surely it should be zero until they have sat there for a complete turn?

Its easier to fortify a house in a city than it is to dig a hole in the middle of the field. I consider all cities fortresses.

In the game Library you can see a list of terrain types. Each terrain type has a base entrenchment value - cities and others have a base entrenchment of 3. That can be brought to zero by attacks, of course, but it starts at 3. You can see the others in that table, too.

Does the entrenchment go back to the base level the next turn regardless of what it has been lowered to during the current turn?

It stays reduced for the duration of the turn (both attacker and defender) and then gets reset at the beginning of the next.
