We need to finalize this topic and come to a conclusion. Can you all please vote and post your opinion if you feel like it.

Transfer schedules at the end of the Russian turn

B. 3 per turn. Railcap reduced by 9 (from 14 to 5)
Turn 1: 0 (historical June 22)
Turn 2: 3 (historical July 12)
Turn 3: 3 (historical August 1)
Turn 4: 3 (historical August 21)
Turn 5: 3 (historial September 10)

C. 2 per turn. Railcap reduced by 6 (from 14 to 8 )
Turn 1: 0 (historical June 22)
Turn 2: 2 (historical July 12)
Turn 3: 2 (historical August 1)
Turn 4: 2 (historical August 21)
Turn 5: 2 (historical September 10)
Turn 6: 2 (historical September 30)
Turn 7: 2 (historical October 20)

Transfer will happen in the following priority sequence (each of these cities will get an increased production by 1)

So B hits harder on the railcap, but the transfer is done faster. Railcap cost per PP is 3.

I love the idea of d., and I think that it really fits in the 'strategic' category of activity that is being modeled in this game. At the moment, though, I'd lean against it, since the interface of the game doesn't really have a clean system to manage the economic aspects of the game directly -- and consequently, I think it would be better managed automatically.

I finally vote to keep as is. Scorched earth feature should be enough to abstractly represent this.

    I just wanted to mention that scorched earth will affect the side capturing cities and not the side losing cities. So it's actually a benefit for Russia to have scorched earth in 1941. It's a benefit for Germany in 1943/1944 when the Russians storm westwards.

    The incoming votes have stopped coming in and the one with the most votes was keep as is so I will keep this as in until we discover a game balance issue where such a change can help.
