For the late list, the Varangians should probably not have a mandatory minimum. (They're only required in the TT list if the emperor is present which is not very likely to be true in the late period other than in the Manzikert campaign.)

There should be at least one all mounted version of the Nikephorian list (if not 3 for the different periods) since the infantry minimums in the TT lists are only if any infantry is used. It is certainly possible to put together a usable 500 point army without the foot.
