1.6.4 Western Turkish - Khazars

Later Khazars
Oghuzz Khazar Noble Cavalry shouldn't exist. Oghuzz allies should only have bow, sword armed nobles.
Khazars - all
Turkish Levy should be a separate 0-6 limit from the 0-6 foot archers allowed.
Commander should have the option of being non-noble horse archers in addition to the ones listed in early and later lists. They get this in the middle Khazar list. Oghuzz ally commanders should also have this option.
