If the bases of the new BG are just in overlap then no.

BG 1 and 3 are fighting front edge to front edge 3 bases each. A move up into overlap. 3 continues to throw all its dice at 1. A gets free dice in effect. So you now have a situation where both 1 and 3 can lose. But A cannot because is not receiving any attacks.
