I have had problems with downloading and saving the new DLC files.
After having the downloads reset and trying allsorts of tweaks I eventually found the answer after the same problem started appearing with other downloads. I assume a recent MS patch or system upgrade must have caused it.

I am using Windows 7 with IE 9.

The cure is you have to uncheck the option "do not save encrypted pages to disk" in
internet options/advanced.

Had problems downloading PzCW with IE9 (Huge timeouts, 30 minutes+)

Had to use Firefox instead.

Reported problem to MatrixGames then (reaction : shoulder shrug)

Well, basically I only use Firefox with some security and download plugins, for browsing.
It might not be the fastest, but the plugins in Firefox make it very powerful and safe.
I just avoid using Internet Explorer.

I got it downloading with firefox than windows explorer.
