Increasing brick level?

Hi,
I am new to Spartan and gates of troy. Just like to ask how to increase the brick level of the city?

You can never increase teh level of teh city - this is a base value. You must choose which cities to conquer based on their resource values.

oh, so that means the brick value of each city = tech level of the city?

Sort of - it caps how far you can develop the city in that area.
