Focus points for non-activated powers

Noticed in a game with Pion Urpo where I am Axis and it was May 18 that suddenly I could focus research for the Italians even though they hadn't activated yet. This let me to think they would activate at the end of the turn and sure enough they did. It isn't a major problem but this does give the Axis or Allied player a one move notification of when their allies will activate. Would be better to restrict focus on research til the turn following their activation.
