Need help with a game mechanic problem

Guys,
I've got a queue of new units and leaders (Soviet) ready to be placed from my force pool. Problem is, Axis haven't DoW'ed yet, so I cannot place the leader I bought. So while I wait for them to declare war, how in the heck do I push those Russian leaders to the back of the line so I can place my new builds for Britain? The game mechanic is set so that when you click on the force pool button to place a unit, the game automatically chooses ready units in the order that you built them. How do you get past that?
