Please vote: Possible oil bug

I was checking the formula for oil production and noticed the following.
On-map oil: factor * production in oil hex * war effort for owning country
factor = 4 if own or Allied hex
factor = 2 if captured hex
Off-map oil: added directly to total. Germany has 11 and Italy 1.
The bug regards the Ploesti and Nagykanitsa hexes. Ploesti is Romanian own and would there use the war effort of Romania. Nagykanitsa is Hungarian owned and would use the war effort of Hungary. This was effort will always be 2 tech levels below the German war effort. So when Germany has war effort of 120 (industry tech 2) it means Romania and Hungary will have industry tech 0 and war effort max 100.
Ploesti has 4 oil and Nagykanitsa has 1. That means the following.
Oil per turn: 5 * 4 * 1,0 = 20
If Germany had produced the oil then it would have been
Oil per turn: 5 * 4 * 1,2 = 24
So Germany would gain 4 extra oil per turn if the oil was sent to Germany for production.
The same also applies to production from Allied countries.
The actually will have an influence on captured cities or resources. The minor power will be the owner and the production from the hex will be generated using the minor power war effort. So it would e. g. be stupid to let e. g. Romania capture Moscow or Baku. The Germans would lose quite a bit of production each turn by doing so. E. g. from Moscow the Germans would lose 2 PP's per turn since it's the difference between 10 * 1,0 and 10 * 1,2.

Which war effort to use:
a. The controlling major power war effort when generating oil and production
b. The owning minor power when generating oil and production (as is)
