Please vote: Vichy French and Free French garrisons

Some people have argued that the spawned Vichy French or Free French garrisons spawned in southern France (Vichy France only) and French North Africa (both Vichy France and Free France) should maybe not spawn at 10 steps. We've reduced the strength of several minor power units so why not these as well.
This change will NOT affect the Free French units arriving with general de Gaulle in November 1942 or when Vichy France is DoW'ed. Those land units will always spawn at 10 steps. I'm only talking about the Vichy French garrisons spawned immediately and the Free French garrisons spawned when Germany rejects the armistice offer. Please vote for each separately.
1. Vichy French garrisons

2. Free French garrisons

e. 1 step per French land unit still remaining in mainland France at the fall of Paris. This simulates that fewer French soldiers were able to evacuate from France to French North Africa if many of the French units are destroyed.
f. 1 step for every 10 steps of French land units left on the map. Each step from a corps or mech unit counts as 3 step.
E. g. France has 5 garrisons and 1 corps left on the map. Garrisons have strength 2, 4, 5, 7, 10 and corps has 4 steps. That means a total of
2+4+5+7+10 +4*3 = 40 and that means each spawned Free French garrison will have 4 steps. The good thing about f is that the French will now be rewarded for saving some of their army. They can even start to evacuate units from northern France to southern France to prevent their destruction.

The point is to have some kind of force present in French North Africa to force the Axis to actually attack the cities to capture them. Landing into empty cities should not be possible.
