Bersaglieri - May be obvious - why can't I buy units?

Currently playing multiplayer, as Germans on Bersaglieri and the Bear (seems to be pretty unfairly matched atm!)
I have over 2000 prestige, and yet I can't place any units I buy, which means I just get the prestige back.
The weather is only Frozen/Cloudy
Kinda need those extra Tigers...

It is Italy vs Soviet. With a small German task force. You need to occupy something with a German unit in order to buy German units.

You can but Italian units until you capture a city with a German unit.

Make sure you look at the little country flag buttons above the core units allotment number when you go to buy the units. Click on one of them and see if you can buy from another country.
