does a routing general count for cohesion test?

in a game last night han mf foot failed to depoy p/o and were charged by kn after combats the mf were fragmented the han inspired gen was in combat, in the han bound the mf broke and out ran the kn, the mf next to it rolled a 2 for seeing friends break which would drop them to fragmented, my opponent claimned his gen was not in combat so gave an extra point which only dropped them to disrupted which was crucial because next bound they got hit by another unit of knights
was he correct in counting his routing gen for the cohesion test?

Page 101 says: A commander who is with a BG at the moment it breaks must rout with it once. Until the JAP he cannot leave the BG and cannot influence any complex move tests or cohesion tests.

So it sounds like the general was making the initial rout move with the broken BG it was fighting with. Since you haven't reach the JAP, the general cannot use his influence on any BG. Once you reach a JAP, then the general can again use his influence normally.

that was my view he was busy routing when the second mf bg was testing for seeing broken friends, common sense realy :D
