Unit behaviour issue

Not sure this technical but game mechanics - so not sure where to post it but here goes -

- Units that fail to 'break off' in combat should suffer a step loss .

- Evade and break -off units should not be allowed to move on following turn - this
gives them 2 turns.

just a thought....
