Possible Bug? - Italian Labs (no Plaid)

In my game with Plaid it is 1943 and normally it is possible to buy 4 Labs in a tech. With the Germans this is possible, but not with the Italians. Is this intended? Here the screenshot of the Italian LABs:

Which version are you running? Remember we added code to lab building in GS v2.01.26.
1. To build the first 3rd or 4th lab you need to have at least 1 lab in 3 others
2. To build the second 3rd or 4th lab you need to have at least 2 labs in 3 others or 1 lab in 4 others
Your situation is 3 labs in 3 areas that was probably built before GS v2.01.26. According to the rules you need either 2 labs in one of the 0 areas or 1 lab in the 2 0 areas before you can build your 4th lab.
