CV 2nd did not appears

In a PBEM game, turn 20 now, the Mediterranean UK 2nd CV that should have appeared in Egypt, after Italia entry, did not appear, is there any reason for it?
All others ships are as usual.

Did you move the garrison in Port Said? If you move garrisons out of Malta, Alexandria or Port Said the respective ships won't spawn in those ports.

Yes I moved one of these garrisons by mistake, will the CV appears later?, in another place?

That's true. This is done to prevent the British from emptying units in Egypt, Malta and Gibraltar and send them to France. Those units are supposed to only activate when Italy activates (Egypt activates). The units are supposed to be on defensive duty in the country they're placed. Since the units are adjacent to a port it means you can unload them aboard transports even before Egypt is activated while inland units can't move at all.
Some players exploited this limit in the game engine to transport these units to France to form a British garrison blob in France so they could delay the fall of France till September or even later. Now that's not possible.

Correct, but, don't think you this should be explained in the manual?, I can find it.
And if this is done to avoid to prevent the British from emptying units in Egypt, Malta and Gibraltar and send them to France, why not immobilize them, like many others units in Egypt?

I explained that these units can't be immobilized because sea hexes don't belong to a nation. The code ensures you can't move into a hex of a neutral power. So a unit from an activated country can always move to a sea hex because it doesn't belong to anyone.
I'm not sure where in the manual it's explained and I agree that it should be there.
Why did you want to move the garrison unit in Port Said prior to Egypt activating? Did you send it to France?

It was a interface mistake, but once done I used the transport to make some recon in the Mediterranean. (At what a price!)
If you find where in the manual tells about it, please tell me.

By the way, I forgot to tell that once loaded, the Egypt garrison, it can not be unloaded in Egypt again, it must stay on the sea or send for a walk, as I did.
I think this should be avoided.
