Why can´t I embark and then disembark without loosing turn ?

I get very frustrated by sometimes embarking a unit in a city just to see what railway I can choose from or
using a paratrooper just to see which range I have and then disembark them and then I loose the whole turn for the units.
I am sure you can say that it takes much time to embark and then disembark realistically but this is unneccessary in this
situation since I haven´t done anything with the unit at all.
Is this by design or a bug ?

It's on the requested features list, changing embark behavior to emulate truck transport load/unload behavior.

I would say that this is fine the way it is. Keep in mind the scale of units. Lets say each unit represents a Brigade/Regiment - Thats alot of Soldat! Now, imagine planning an operation for that many people that involves them getting on a plane or a train. You don't just get on the train and go..
Think of the logistics and planning involved in such an operation. It takes a massive effort to move that many people (in an orderly and military fashion) and I think that a 1-turn penalty is justified.

I think the OP just meant that you cant tell how far an embarked train or loaded air xport can go without out actually loading same, and then losing a turn.

Yepp, that´s what I meant. There is no reason to punish the player BEFORE he actually moves away with the train or plane.

Yes, embarking and then directly unembarking should be considered an UNDO operation that takes no time and have no cost: essentially, you never embarked that unit after all.
