ETE change the number of BFs changes with the size of armies

I was wondering what this feature means. DAG has always had this. since we use a point system. Has there been some other change to this?
The minimum/maximum numbers of troop types are adjusted up or down with the points. For example, if you can have four superior pikes at 500 points, you could have six at more than 600 points.
