in dementia land a unit that is in a overlap position has to test for the unit that is in combat routing. the unit that routs has the IC with it but not in combat. does the unit that is testing count the IC or is it classed in close combat so does not? (and what page is the answer on please)

Two reasons here:

Page 101, 1st bullet point

"A commander who is with a battlegroup at the moment it breaks must rout with it once. Until the joint action phase he cannot leave the battle group and cannot influence any complex move tests or cohesion tests"

Close combat isn't really defined very well, but on page 134 in the glossary under Close Combat it states

"Close Combat" is a general term for impact and melee combat. Once such a combat has been joined, battle groups are deemed to be in close combat until one side breaks off, breaks or is destroyed (or a battle group fighting as an overlap moves away)

From this fighting as an overlap is defined under the "close combat" section, therefore they are deemed to be in close combat and so ignore any generals unless they are with the unit in overlap.
