Light Horse Charging

Hmm, embarrassed to say I have no idea if this has changed or always been the case but:
Why are light cavalry allowed to charge heavy /medium infantry/ heavy cavalry in clear hexes frontally ??
This is contrary to the rules in the manual where light cavalry cannot attack ANY formed troop (non skirmishers) unless routed , or in flank rear***., if in clear hexes.
Sure , they still have to pass an anarchy test but it is also odd that they can just as easily fail that test when charging a fragged enemy in the rear vs charging pikres to the front ... odd...
