A question on snow and frozen ground

Does sitting on a frozen river convey the same penalties as a non frozen one?
Come to think of it are there any penalties for attacking in averse weather conditions? (not including the inabilty of air to attack/be attacked in rain/snow or the reduced attack in cloudy weather)
Or does mud and frozen ground only effect movement?

I just tested this in the Germany scenario:
Normal weather:
ISU-122 vs Tiger II (river hex attack) -> -6:0 predicted
Frozen/snow:
ISU-122 vs Tiger II (river hex attack) -> -4:-1 predicted
same result as if both fight each other in open terrain.
Mud was the same as normal weather, tested some other scenarios and attacking in mud doesn't seem to change anything. Only movement is affected.

Thanks Longasc, I did some quick tests myself and came to the same conclusion - nice to have it verified

Are you looking forward to Africa as well?
And just as I wrote "there is no mud in Africa" I wondered...
apparently in the real world rain can turn sandy terrain into terrible mud.
I wonder how it will be represented in Panzer Corps? And if there was ever mud in Africa in Panzer General.

Rain is hardly a problem in the saharan desert.

I would think instead of rain, we'll see a new weather condition called 'sand storm'. It will have a similar affect, aircraft cannot attack or be attacked, unit vision is reduced, supply is reduced, except it won't ever change the ground state.

Excellent. I Remember a German talking about sand storms in the desert episode of World at War. " First you were glad cause the fighting stopped but after three days of storm, you thought it would be better to start fighting again".
