American lab bug

In one of my present pbem , on Aug 1941 , the USA lab appears strange that the max lab is 5 & total lab is 6 ?!
Is this a bug ?

Probably you first built 6 labs, and then did something, which reduced USA war effort (and max labs) - DoWed minor country.
Is it the case?
