If I understand the proposed change correctly, and I may well not, evaders in v 2.0 will run the risk of evading off board on all edges rather than the current baseline only method. This will surely make skirmishing more difficult, which I assume it is intended to do. What about the chargers though? Should they not run the equal risk of pursuing "off board"?

Doesn't the proposed rule punish evaders but not chargers? Is this the desired goal?
