Do i always get 3 SE units?

Topic says it all.
I am starting Barbarossa and all ive gotten is a Grenadier.
Feel like i got ripped off....

You have a 30% chance to get an elite unit at the beginning of each scenario.

Or you can exploit the game by creating a save game file in your last turn of Decisive Victory. If you don't receive a SE unit or if you are not satisfied (eg: you want a panzer instead of grenadiers), then you simply load your save game. Repeat as necessary

If they ever change that and make SE units purchasable from a table, I'd suggest:
1) They all star with 1-star of experience, and maybe cost more to build.
2) They can only take Elite replacements before 1944 (which can be good and bad, in a sense, and makes them expensive to maintain.)
Just a thought.

I only got one throughout the whole and rather extended 1939 campaign...!
Hm... call me unlucky!
