Question regarding Moscow 43 Decisive or Marginal Victory

I was wondering if a person wins the Moscow 43 series in a Decisive Victory or even a Marginal Victory and is sent to Overlord, does the game take into account that this will relieve many troops, planes and equipment for service in France? Also the depletion of units fighting in Russia is over, so this means much more available for Overlord, Italy, etc. if common sense and reason apply. All war material and manpower can go to other fronts virtually overnight as transportation arranges this and all war goods production, raw materials and development can focus on other theatres rather quickly for obvious reasons.
Recently I won the Moscow 43 scenario in 9 turns and the game still gave me a Decisive Victory and sent me to Overlord. I haven't started it yet. But I thought that as a German commander you had to win Moscow 43 in 8 (EIGHT) turns to get a Decisive Victory. I'll take it anyway and thanks.
When the war in Russia is over with Moscow 43 under your belt are war materials and manpower released to serve elsewhere. Germany and her allies will have won the natural and human resources of Russia and all its surrounding territory. Correct?
Is this making the overall "big picture" too esoteric for the game or does the game take this into account when giving you units, supplies, new weapons and manpower for the later campaigns? If not then the game is limiting the German side in defending in Overlord to the disadvantage of the Germans who are not fighting on TWO fronts any longer. Maybe this is what cheat codes are for, rationalizing the playing field?
