Why can not buy a Lab?

CEAW 2.0
Turn 21, German side
Max labs are 12
I've 2 labs on INf, 2 Arm, 2 Air, 1 Naval, 2 General so 9 labs
I have PP to buy a new one, but the white arrows are no active, except for naval lab.
I can find the reason in the manual, any help?

There are two constraints which are total labs and total for each area. In 1939 you can have a max of 1 lab per area, 2 in 1940, 3 in 1941.
