INFANTRY CLOSE DEFENCE

More of a commentary than a question really , but just curious to the game mechanic of how infanty use their close defence value when fighting other infantry in close terrain (cities forrest etc)
For the most part , infantry has a close defence value of 2 but 6-8 in ground defence. It does seem infantry maul eachother much quicker in city fighting that if the two meet in open where both would use the much higher Ground Def. values. Not saying I have observed this, but the long term effect theoretically ,especially when including multi unit attack bonus and move-shoot/shoot move, that it is much harder to use terrain to hold a line.
I cant say I can remeber perfectly , but I thought infantry in the original PG used their GD vs all opponents, and only their very weak close defence when hit in the open by tanks or if they suffered rugged defence or ambush....
