Winter! Let it be winter! (how to change tilesets)

Hi folks and map designers,

I have a simple question, but don`t know how to solve it.
I simply want to change the look of a map from dry to winter.
Yes, I know, under "view" you can choose between dry, muddy and frozen tileset.
So when I choose "frozen" everything looks fine (=frozen) .
But when I start playing the map, the ground is green and dry. :roll:

In the manual it says, changing the settings at "view" only change the layer visibility,
"you aren`t actually editing through this area".
So what do I have to do to get a "lasting" muddy or frozen look?

It will depend on the 'Moisture' setting (less than 3 = clear) for the scenario, as well as things like time of year and the chance of snow or rain. If you set chance of snow to 100 it should snow the whole time and make the ground frozen. Set the moisture to 10 or whatever and it should start frozen. Of course, snow also slows movement, uses more fuel and hinders spotting range. Tinker with those settings and let us know how you go.

Set ground state to Frozen.
Set chance for rain to 0%.
Set moisture for 100, 500, or 5000. Whatever. Just keep in mind that 1 turn of clear weather reduces moisture by approximately 2.
If moisture ever falls below 3, the ground will become unfrozen and enter it's dry state.

Effect = Clear skies, cloudy skies, or snowy skies will always have snowy ground.
If it ever rains though, your snow will instantly turn to mud.
