Anglo-Irish and Medieval Irish query

Just noticed this while making scenarios . . .
Anglo-Irish (early) - no archer's stakes allowed anywhere
Anglo-Irish (later) - colonist longbowmen units allowed archer's stakes, but not justiciar's longbowmen units
Medieval Irish (early) - Anglo-Irish allies, archer stakes allowed for three out of four categories, but not "poor, protected".
Medieval Irish (later) - Anglo-Irish allies, archer stakes allowed for three out of four categories, but not "poor, protected".
Is this as it should be? Shouldn't all Anglo-Irish archer units be allowed stakes if some are? It doesn't matter too much in an Irish context, but it will do if they fight French or Condotta armies, for example.
