Shooting POA Conflicts

As I muddy through the ruleset, I am confused by the following inconsistencies in the text on p. 25.
First, I read the basic shooting concept to be all shooting is at POA 0 unless the chart says otherwise.
The text, however, conflicts with that chart.
The text says:
"Only Firearms and Artillery shoot [Heavily Armoured Foot] at 0."
But the chart assigns a - to Crossbow, firearm or artillery shooting "Any foot." As I read the rule, no troop shoots Heavily Armoured Foot at better than -.
Then the text says:
"Everyone shoots [2 base deep Unprotected Cavalry] at ++."
But the chart assigns a ++ to any shooters "except crossbow, firearm or artillery." So corssbow, firearms and artillery should shoot 2 base deep Unprotected Cavalry at 0.
I submit that the text or the chart needs revision to conform one to the other.
