difficulty level modifiers?

I must say that I do not really like the way difficulty level works:

you get less prestige -->good
your troops gain less experience -->mmmmh experience is experience is it not, a bit strange, but okay, this works well and makes it tougher so -->good
luck factor (weather) seems to be affected the first few turns, rain for me, dry weather for the enemy fighters/bombers --->not so good.

the adversary gets more prestige, fine but please stop spawning extra AT and artillery around cities, it is just unrealistic, an army that is on the run, defensive lines have been broken through, and then hordes of cheap units are erected, it could have happened here and there I guess, but to me this feels fake. Rather I'd seen a coordinated counter push from the edge of the map.

Weather is not affected by difficulty.
