I am setting the Experience to 200 for new units in a scenario but they are starting with zero. They are being bought during the scenario and not in the initial deployment phase - is that an issue?

Are you testing in campaign or single scenario mode? In campaign new units come with zero experience. But in single scenario it should work.

Why doesn't it work in campaign? A 1945 campaign will need to have more experienced units. Is that going to be fixed in updates?
