The Roman style armoured cavalry should be an upgrade for the native armoured cavalry, not a separate entry. So overall limit should be 0-4 armorued cavalry plus Roman style armoured cavalry.

Roman style auxiliaries are an upgrade of foot with javelins and should count against that maximum but that is less significant than the cavalry maximum.
