I had to think hard to figure out what you meant, it turns out that you meant "loading" instead of "downloading" and considering I never heard of that scenario, I was quite confused.
Anyways, I tried what you did and the only way to get what you got is when you forget to copy the other file (since there are 2), named
Hunters in the Atlantic.pzloc
Make sure that your scenario folder contains:
Hunters in the Atlantic.
pzscn
Hunters in the Atlantic.
pzloc

You need to create this scenario folder and place the files in there.
Do not misspell it.
C:\My Documents\My Games\Panzer Corps\Scenario

.......that I would prefer to re-install the game de novo and then retry the scearios ........what is the methoology for re-installing the game?

Firstly uninstall the game. For that you can use the Add/Remove Programs option from the Windows Control Panel or the Uninstall shortcut in the games Windows START menu folder to uninstall the game.
And then install it again. In case if you don't have the priginal download file (you should have done a backup) you can download it again by using the same link you use it before in the confirmation email.
Off-topic: By any chance are you Portuguese?

.........thank you for your response and a question as to where do I find " you can download it again by using the same link you use it before in the confirmation email.[no I did not back it up]'
...as to your 2ed question, there may have been some add-mixture of the bloodlines at some point in the distant past that I may not be aware of.....why do you ask?

Save your serial number in excel or word or in a safe deposit box or where ever you keep your valuables before you uninstall.
Under the mattress perhaps?

That's now the second time that I read that people delete their conformation mail, why on earth do they do that? I just keep every mail that I get, unless it's spam and it hasn't affected the performance of my outlook in any way and I get tons of mails.

Well.. the mattress is a good place to keep all your serial numbers.
Don't rely on electronics. They crash and break.

I'm just Razzing...
Butt... back ups fail. I have seen it several times.
Still best is to use Excell or word and then print it out.
And if your really sensative you create the document on a flash drive so there is no way anybody can hack your private information.

That's not a good suggestion for lots of reasons.
Anyways, we're getting off topic here, so this was the last thing I wrote about it.
