Supply level in Norway bug?

In my current game with Plaid I encountered something strange. We are currently battling over Norway, which I invaded as the Axis in 1940. The western Allies decided to invade Norway in Summer 1942 and landed near Bergen several units. Currently they are struggling to get a foothold there as the Wehrmacht GAR guarding Bergen could not be destroyed in one turn. The last two turn I railed new units into Bergen and the city still holds out. The Allies therefore do not control any of the Norwegian cities yet and I hope to hold out a few more turns as I have flown alls three German para division to Norway.
The last turns everything was normal in Norway, but the last turn the supply level of all my German units in Norway has been reduced to 1, despite the control of Oslo and all other Norwegian cities. Furthermore, I could not rail any units in Norway and therefore I will lose Bergen on the next Allied turn.
Is this a bug? The RN and US Navy did blockade all of the Norwegian ports and trapped the Kriegsmarine units in the ports, but even with blockaded ports I should have supply level 3 at least and be able to rail or do I overlook a special rule? We are playing with GS 2.10.08.
Every turn I get the message that interdiction of Swedish iron ore is not possible, because of the fair weather.
